Prices for not perfect 16 - 20y old players are, in my opinion, completely the same around 0-100 EUR. So I would target 16y old and if there are some ambitious to have short-term success too than buy some older (30+) supplement players to push the taktics.
If you think that you can get 20y old players with some experience and some skills for 20k you are wrong I'd guess
. So if you have to buy crappy players, just buy them as young as possible
But fortunatelly I have enough money, always, so I cannot be sure everthing is accurate I'm telling here
