You might choose one direction (offense, normal, defense), get 3 or 4 experienced players based on that decision and start with the skill traning. With 3 experienced players you should be fine on the tactical level at start.
Even on higher leagues tactic trainings are only done by traning-camps (section training), which are not the best option to do at start since you need the money for stadium adaptation and said players. For additional money check out out the sponsor section however you should have an alter on the sidebar anyway 
You can set the trainng by choosing (clicking) one skill, set the intensity (move the slider below) and click on save. Do that for each date again.
